One of the requirement for confirmation in service. It consists of three categories;
- Group 1 for Professional Level (grade 27 above)
- Group 2 for Support Group 1 (grade 17 Above)
- Group 3 for Support Group 2 (Grade 1 Above)

Among the modules are to understand the state government policies (general order and Treasury Instructions), ICT policies, Human Resource issues such as PTK, transfer, promotion, allowances, medical, scheme of service, financial and audit. The participants also have outdoor activities and Malam Mesra towards the end of the program.
